How can I get into the silp co building and can someone make a list of the places were team rocket is

To enter the building you need to beat Giovanni when he's in Celadon Game Corner.
There are only 2 places where you'll find lots of Team Rocket members: Hideout underneath the Game Corner and the Silph Company Headquarters. Besides that, you'll bump into some grunts on Mt. Moon (4 in total), on Cerulean City (after the bridge up north and the burglarized house), Pokemon Tower (3 in total - Last Floor, need Silph Scope) and Four Island (3 in total) - (2 Guarding the cave entrance and one on Icefall Cave)
