I was wonderin wear do you get the move surf??? And also what gym leeder do you hav 2 beet 2 b able 2 use it???

HM03 Surf is found in the safari zone. On the far west side is a house. Enter, and a boy will give it to you. To use outside of battle beat Koga, the Fuschia Gym leader

You can get the HM that teaches a Pokemon the move Surf from the Safari Zone, which is located in Fuschia City. Go there, and play the safari game. While you are in the Safari Zone, look for the secret house, and an item ball containing Gold teeth. Once you arrive at the secret house, there will be one man inside who gives you the HM if you have the room for it. To use the move Surf outside of battle, you need to beat Koga, the gym leader of Fuschia City who uses Poison, and Sludge type pokemon. Hope this helps.

Surf is in a building in the far corner of the safari place. You must beat all leaders to use it in order to cross the waters.
