1) Mew: no (only Nintendo event, which they don't do anymore, or a code)
Mewtwo: yes. LVL 70, inside cerulean cave. After you finish the sevii islands quest.
2) go to the dotted hole in six island, use cut in front of the door. When you get to the sapphire a man comes and takes it. Go the rocket werehouse (i think is five island), beat them all, get the gem back.

Go to the dotted hole on 6 island and use cut on the door and when you see a hole in the middle go down it and you will see a room with 4 holes go in the top one. You will be taken into a similar room every time then go to the left one then the right one then the bottom one at least it worked for me I had a freind that had trouble with that so I got him through it I thats how you get the sapphire but then you have a guy that comes in and takes it and you have to go to the warehouse and go in and make your way through it. It is a very hard maze I still havent made it through it and I have been there for over a year
