A couple of questions:
1. Can you actually get Mew in this game?
2. Is there some easy way to get a shiny starter?
Please don't say Gameshark or Action Replay codes because I don't have either of these and have no intention of getting one.

You can trade Mew from Emerald, but you need an Old Sea Chart and go to Faraway Island, which is now not possible.
The chances to get a shiny starter are as low as to get a wild shiny. But good luck!

Yes, you can, you can get a Mew on this game... If you have an Action Replay, or a friend that has a Mew, and is willing to trade it to you.
No, I think that is IMPOSSIBLE to get a shiny starter, I do not think that it has ever happened without someone using code of some sort.
Whoops, I said it, sorry but that is the only way to get a Shiny Starter.

Mew is only obtainable from a Nintendo event that gives you the old sea chart, how ever, this event ended ages ago..
Its hard to get a shiny starter, but if you save before you select your starter, you check them all, and if none are shiny. You can turn your game off and on and keep looking at all the starters to see if one is shiny. It takes extremely long and is a very boring process lol.

It is absolutely possible to get a shiny starter, just as it is possible to get a shiny legendary or shiny of any pokemon.
I do know people who have gotten a shiny... But cheating, dare I say it, is the easiest way. Unless you want to keep re-starting your game to get one... But the chance rate stays the same, so you might have to do it more than 8,000 times, maybe less, maybe more... Maybe much, much more!

TO GET A SHINY STARTER WELL THERE IS A 1 IN 8,192 CHANCE TO GET A SHINY STARTER SO IT ALL DEPENS ON LUCK SO THERE U HAVE IT BUT IF U WANT TO GET A SHINY STARTER AND U ARE FRUSTRATED THAT U CANT THEN THERE IS A SIMPLEST WAY TO GET A STARTER POKEMON IS TO GET A ACTION REPLAY OR A GAME SHARK.

How to catch a Mew:
Go to Cerulian city. There will be a person left of Nugget bridge. SAVE! Go down to where the trainer can see you. Right when you step into his view, press start. If he approaches you before you hit it, turn the game off and back on again. Repeat this process untill you get it right. Fly or teleport to Cerulian city again. If this works, your start, a, and b button won't work. THIS IS A GOOD THING. Go back up Nugget bridge. Now go to the right. Battle the kid with the level 17 Slowpoke.When he see's you make sure he has to walk up to you or else your game will freeze. Once you are done that battle, your start, a, and b buttons will work again. Fly or teleport to Cerulian city or Lavender town. If you go to Cerulian, go up nugget bridge. But if you go to Lavender town, go left onto route 8. On either of the chosen paths, your start menu will appear by itself. Press b and you will encounter a level 7 Mew!

It is possible to get Mew and a shiny starter, however techniques such as that described by Oreo do NOT work. Ok so here we go;
1.Mew may be found after you have attended a Nintendo event, which unfortunately they have discontinued. As you said, don't say Action Replay etc. Well unless you have a very generous friend, that is willing to trade you have no option but to use it.
2. To get a Shiny Pokemon you have to save the game before you get a starter Pokemon then if the starter Pokemon you get isn't a shiny you can just turn off the game and start again. However the chances of you getting a shiny are 1 in 8000. So this method will take an extremely long time. You could always use a Action Replay :P
