Yes there is. If you go to a nintendo event they will make Pokemon like aipom, mareep, miltank and I think a few more appear there. Apart from that it's useless

Not that I know of.I would like to know that too.I think is home to a rare Pokemon or a rare item,check it out.

Yes, there is a point to Outcast Island. Once you figure out how to use the Mystery Gift, you can get all sorts of Pokemon from jhoto in there like mareep and aipom.
