I have beaten the elite four. How do I get a rainbox pass??

Once you have beaten the Elite Four you must help Celio get the Ruby and Sapphire. He will then give you the rainbow pass and a upgraded town map.

Capture 60 Pokemon, then receive the National Pokedex from Professor Oak. Then go to One Island and talk to Celio. He will say that there is a Ruby somewhere on One Island. Go up to Mount Ember, then turn right. You will see two Rocket Members talking about digging for treasure. Beat them, and step inside the cave. Go through the cave, and receive the Ruby. Take it back to Celio and he will give you a Rainbow Pass.

You need to get the Ruby gem and give it to Celio in island 1 and he should give you the raimbow pass and you may need the National Pokedex
