It isnt there. Thats for Ruby/Sapphire/Emerald, NOT FireRed, seeing as FireRed is based in Kanto and the Cave of Origin is in Hoenn.

You can go to the tower all you need to do is to get to Tanoby Ruins then you see a old man who is a sailor and go into his boat or as he calls it, ship
Then it will teleport(not literally) you to the tower of origin

The cave of origin only exists in Ruby/Sapphire/Emerald not fire red as it does not have a sootopolis city
