It is in the first city after pewter. I think Vermillion, you have to have the rest of the 7 first though for the old man to move

The 8th Gym (Earth Badge) is in Viridian City. Requirements:
-Have ALL 7 PREVIOUS GYM BADGES
-Defeated Pokemon Rocket at the Silph Building
Then the man will move. He uses Ground type moves, and the TM he gives you is EARTHQUAKE (TM26) I think. FANTASYFAN611

Viridian City have the other 7 badges and the door will open but you have to have beat govaini at the other things
