You need to have defeated the Pokémon League at least once and given the Ruby and Sapphire to Celio.

You have to defeat the elite 4 and finish all the things you need to do in the islands. (Get the sapphire and ruby)

You must beat the game (all 8 gym leaters and Pokemon league) then you wil be "werthy" to get in and catch mewtwo

Follow the steps.....
-Beat the Elite 4
-Go to 4 island
-Go to the house in 4 island
-There will be a man nick-named "Bragart"
-He will give you a speical sticker
-It will be the "Elite 4 sticker"
-Now go to cerulean cave...
