Where abouts is the ruby and do you need to have beeten the Pokemon leauge to be able to get to islands 4-7

In Mount Ember after you've defeated the Pok�mon League, captured 60 species and obtained the National Pok�dex, and removed the Rockets from the foot of the mountain. You get the Rainbow Pass to islands four through seven after you give the Ruby to Celio.

To get the Ruby you must have the national dex which requires 60 Pokemon in your normal Pokedex and be the league champion. Then Prof. Oak will give you the national dex. Then you go to Island 1 and talk to Celio. He will ask you to get the ruby. Go to Mt Ember and you will go into a cave which leads you to the ruby. You do have to be the league champion to get to Islands 4-7.
