You enter the Dotted Hole by removing the Rockets from Icefall Cave and using Cut to open the door. Fall through the hole inside, then fall through the hole to the north, then to the west, then to the east, and then to the south. The Sapphire is at the bottom, but a Scientist will snatch it and gie you the second password.
