You can't get the regis in Altering Cave as all you can capture without an e-reader in there is zubat

You cannot catch the Regi's in this game. They can be caught in Sapphire/Ruby/Emerald. To obtain them in this game you must Trade from those versions.

You can't get the regis in Altering Cave. You have to Trade them from Ruby or Sapphire.
