I need help I can't help bill fix the machine on island one how?

You won't be able to help Celio fix his Machine on One Island until after you have defeated the Elite Four. After you have defeated the Elite Four, go to the Team Rocket Members on One Island. Defeat them and deep inside the cave is the Ruby Plate. Give it to Celio and he will give you a pass that allows you to go to Four, Five, Six, and Seven Island. After you help Lorelei in the Cave on Four Island, go to the Cave on Six Island. Use HM Cut on the door and deep inside the cave is the Sapphire Plate. A man will steal the plate. After this happens, go to Team Rocket's Hideout on Five Island. Defeat everyone in the Hideout and you will get the Sapphire Plate back. Give it to Celio and the Machine will be fixed.
