After you have defeated Lt. Surge, head back to Cerulean City. After you get back there, head east of Cerulean City by cutting the little tree. If you follow the path, you will soon get to Rock Tunnel. You will need HM05 (Flash) to get through Rock Tunnel. If you make it through Rock Tunnel, you will come out near Lavender Town. If you head west of Lavender Town onto Route 8 and use the Underground Path, you will come out near Celadon City (Home of the Fourth Gym Leader).

East of Cerulean City. There is a path that you need the HM Cut in order to go through to cut down a tree. If you can't reach that path, you have to go through the house that got attacked by Team Rocket, out the back door and you'll be able to reach the tree. Cut the tree, and just follow the path east and you'll be able to find the Rock Tunnel by a Poke Center
