After you have defeated the Elite Four and have obtained the Natonal Pokedex from Professor Oak, go to Celio on One Island. He will ask for your assistance in finding the Ruby and Sapphire. Once you are finished talking to him, go defeat the Team Rockets Members on One Island. After you do this, you will have access to the cave they've dug. You can find the Ruby deep inside the cave. If you give Celio the Ruby, he will give you a pass that will give you access to Four, Five, Six, and Seven Island.
