Where is the guy next door you talk to to get Groudon after you beat 3rd gym and before 4th gym on fire red?

Whoever told you this was pulling your leg because you can only get Groudon on Fire Red through Trade.

You can not recieve a Groudon in this game until you have either beaten the game or recieved the National Pokedex.
As far as I am concerned, to obtain a Groudon on any Pokemon game you must have beaten the Elite Four and Obtained the National Dex.
Once you have done this I believe there might be someway of obtaining a Groudon.
