Question for Pokemon FireRed

I am now in cerulean city. I have beat the gym, and I don't have cut, and there's a slowbro in my way even if I did have cut. What should I do now? PLEASE HELP!

After you defeat the Cerulean Gym, head north. After defeating many trainers, you should get to a house. If you help Bill inside the house, he will give you the SS Ticket. After you have received it, go back to Cerulean City. Go into the house where the Police Officer was once standing in front of. Out back of the house will be a Team Rocket Member. After you defeat them, head south. You will soon get to the Underground Path. Go through it, and you'll be near Vermillion City. Once you get to Vermillion City, go on the SS Anne. You will find your Rival on the ship. There is a Captain on the ship who will give you HM Cut. You need HM Cut to have access to the Vermillion City Gym.
