__I KNOW MOST OF THEM ARE USELESS, BUT SOME (LIKE BLIZZARD) ARE GOOD. SHOULD I USE BLIZZARD ON DRAGONAIR WHEN I EVOLVE IT, OR ON ARTICUNO??
GOOD POINTS OF MY TEAM:
SNORLAX HAS 240 HP
DRAGONAIR HAS SHED SKIN WHICH CURES STATUS PROBLEMS
I HAVE 20 HYPER POTIONS, 15 REVIVES, 5 FULL HEALS, 5 FULL RESTORES, ABOUT 2 OR 3 ELIXERS.
MAIN QUESTION:
I HAVE 11 RARE CANDIES!!!!!!
SHOULD I USE THEM NOW??
IF YES, THEN HOW????

I would recommend you level-up your Pokemon to Level 55-60. You can do this by Rare Candies or by training.
I would recommend you teach one of your Pokemon TM Psychic. This will help against Agatha.
I would recommend you have your Pokemon know various moves, instead of same type moves (Venusaur knows three Grass-Type Moves).
I would recommend you give Dragonite a better Dragon-Type Move than Dragon Rage.
I would recommend you have a lot of Hyper Potions and Revives with you when you take on the Elite Four.
