You need to go to Vermillion City after you've gotten the boat ticket from Bill. Now at Vermillion City is a boat go ahead and get on it by talking to the sailor. Now once your on the SS. Anne battle all the trainers since you won't be able to get back on when you get off. Now after you've made your way through the ship and battled your Rival go to the caption. If you give him a back rub he'll give you the HM Cut. Now you can leave the boat and head over to the gym.Get a Pokemon and teach it Cut, then just go to the tree blocking you from the gym and cut it down. Now this gym uses electric type moves so make sure you have something to counter this with.
