After beating the Elite Four, head to One Island and talk to Celio. He'll tell you to obtain the Ruby from Mt. Ember. Do so, and he'll give you the Sevii Islands pass, so that you can now visit Four, Five, Six and Seven Island. You are required to visit all but Seven Island in the quest Celio charges you with (obtaining the Sapphire).

You beat the Elite Four. Then, you continue to go to each Island 1 by 1. Soon you, should get to Island 4
