I need help.. I've beaten the Elite 4, have the National Dex, and Raikou won't appear anywhere.. Is there somewhere you have to go or something else you have to do to see it?

Yes, it is random. If you are lucky enough to spot one always make sure you're carrying a Master Ball with you. To me personally I wouldn't go directly into the area they're in if you're trying to track em down. Always try to guess on it's next move if you've studied it's movements thoroughly.

It is randomly like I found my Suicune in fuchia city and I still can't capture it because every time I go to it's area it keeps going to another one so I don't know you have to search every where and once you find him/her you will be able to track him down to where ever it is hope I helped
