For me its yes. You can easily catch him by training a scyther or a scizor to Lv. 50. After buy a lot of ultra balls and use max repel once you trap him. it's very hard and boring but once you meet him use false swipe (make scyther fast and high attack). It will take several tries and once it the lowest. Put Lv. 50 wobbufet in first of your party. Since he has the ability shadow tag the pokemon can't flee. So start throwin ultra balls! Well that's how I caught my Suicune.

PS. Using Max Repel it can be made faster.

Also if you are not patient, what you did is good. But remember now it's gonna be harder for you to catch other legendaries in oh... say Emerald Version.

Not a good decision since you should have used it on Mewtwo since he's extremely hard to catch. You could have easily used a Wobbuffet and weaken him. Also from above, Mew is not in this game. Only in Pokemon Emerald.

I would have saved it for Deoxys, it took me 200 Ultra balls to catch with my Ultiment team.
