There are many aspects of the game that can make your Pokemon happy.
1. Battle a lot with them so you develop bonds.
2. Get it groomed by your Rival's sister. She also tells you how happy your Pokemon is.
3. Don't let it die in battle. Heal often.
4. Don't feed it bitter items.
5. Keep it in your party and, if you want, feed it vitamins(Protein, Iron).
Do the above and your Pokemon will Evolve in no time.

Rangerman answered:

The don't Evolve by moods, they evolve at a certain level. For example Bulbasaur will evolve around lev 10 no matter if he is happy, sad, angry, etc. Some Pokemon will evolve only after you Trade them and some will only evolve when you put a evolution stone on them, but most will just evolve automaticly.
