Ok here are some of the ones I know as of right now.
Fly: go to the northern part of cycle road, cut down tree before going to building, go up, should meet two trainers by grass, go inside building to left, should meet old man, keep going, go inside house and talk to girl. She will give to Fly.
Surf: go to the safari zone and go to the far building before time runs out, talk to man inside and he will give you surf.
Strength: Get teeth in safari zone, go talk to warren in that town and give him teeth. He will give you strength.
Flash: (I think) beat Lt. Surge gym leader.

You get HM1 cut from the SS anne captin
Fly Hm2 from the south west from celadon north from cycling road,
HM3 surf from the safari zone specail house.
HM 4 strength from the safri zone warden when you return his gold teethy to him
HM5 Flash from the prof. Oak's aide on route 2 if you have 10 or more in the pokedex. To get there take diglett's cave
HM6 rock smash from the old man on the 1 island ember spa
HM7 waterfall from icefall cave on 4 island after you beat the elite 4 and get the national dex
