You could use the quick level up code which you hold R after you beat someone or keep facing the Elite Four over and over again because I noticed their Pokemon sometimes get raised a level or two

Train alot, best way is to find the toughest opponent you battled and keep using the device that alows you to keep battling him.

By battling all the trainers in the islands and battling strong wild pokemon.

You can either battle with trainers or use a action replay code and get a bunch of rare candies

Just use the action replay code to get just 1 or all of your Pokemon to lvl 100 or you can use an action replay code to encounter requazza and then keep walking around in grass and try your luck for a lvl 100 raquazza you can just cetch

Keep on battling the Elite Four over and over..it gets really easy each time you do it but it may take a while
