You could use the quick level up code which you hold R after you beat someone or keep facing the elite four over and over again because I noticed their Pokemon sometimes get raised a level or two

You can either battle with trainers or use a action replay code and get a bunch of rare candies

Just use the action replay code to get just 1 or all of your Pokemon to lvl 100 or you can use an action replay code to encounter requazza and then keep walking around in grass and try your luck for a lvl 100 raquazza you can just cetch
