You gotta move a bunch of boulders in a cave at the beginning of island 7. If you accidentlly mess up go out then come back in.

No you just catch them. In diaomnd/pearl it's different though. You get to Trade as stickers and put the on your pokeballs

i think in fire red you go to Altering Cave after catching them and spell your name or something...
