It is possible to get any Pokemon as a shiny!
This includes starters, legendaries, regular, egg Pokemon, traded within the game (from NPC's) etc...
You could just keep restarting a game in the hopes that you got a shiny... But the odds are still the same.

Yes, but at the same time, no. This is because you CAN but the chances are 1 in a billion or something like that....

It is possible but when I tried to get a shiney torchic the poochyena was shiney twice so I gave up
