To get latios and latias are you going to accept missions. After many missions will you see latios flying away from your house then you will be able to go to Northern Range. After that you are going to a floor then you see latias. Beat latias and then you will talk a wile and then you can go to Pitfall Valley. Go to the end of Pitfall Valley and there you will see latias. Then they are so happy but the dont got money or something else to give you then they ask you if they can join your team.

P.S. Dont forget to buy the Southern Island.

You don't actually need a friend bow to recruit Groudon or Rayquaza they are VERY UNLIKELY to join according to the walkthrough but I got Groudon without a friend bow after like 7 tries (Didn't take long)You don't get Lugia the first time and he's VERY UNLIKELY also so you'll have to make multiple trips

Legendary island, wich is needed to recruit the three legendaries (which are Moltres, Zapdos, n Articuno), can be acquired by recruiting Moltres. You automatically receive the friend area Legendary Island after defeating n recruiting Moltres.

Lugia: You need to get to floor 99 of Silver Trench (You get him the first time you're in there I believe)
Ho-Oh: After beating the game, wait until you see a Teddiursa in the middle of the Square, he'll help you unlock Mt. Faraway...Ho-Oh is supposedly on the 40th floor...You need to have Rainbow Trench
Celebi: You go to Purity Forest on fl. 99
Groudon: You need a friend bow to get him, and he's incredibly rare to recruit...Getting to his floor is no easy task either. I believe he is in Magma Cavern.
Kyogre: Is located in Stormy Sea...You have a 50% change of getting him.
Rayquaza: The top floor of Sky Tower. He also needs to be fought with a friend bow.
Jirachi: 99th floor of Wish Cave. You need Mt. Moonview as a friend area.
Deoxys: Floor 20 of meteor cave. Need a friend bow.
Articuno: Frosty Grotto/Mt. Freeze...You need a certian friend area (should say 3 are allowed)
Zapdos: Mt. Thunder Peak
Moltres: Mt Blaze Peak
Mewtwo: Western Cave 99th fl. Friend area Cryptic Cave
Mew: Buried Relic (You need the music box, and Mew will disguise himself as other pokemon so be careful about fighting some pokemon) will be anywhere between floors 36-98. Friend area Final Island
Unknown: is in the Unknown Relics...You need Aged Chamber friend areas
Raikou: Lightning Field 30th floor.
Entei: Fiery Field 30th floor.
Suicune: Northwind Field 30th floor. (all these three need friend area Sacred Field)

I don't know all friend areas or how to unlock some of these dungeons...But you're welcome (:
