OK, the Pokémon Museum is in the same city as the first gym. You will need a Pokémon that knows the ability/attack known as Cut. There is a tree that blocks the enter way. Inside you will be able to obtain a Legendary Pokémon, but you cannot get the DNA to life until you go to the island that has the 7th gym, Blaine. There isn't much you can do inside the Museum besides just get that Legendary Pokémon and just mainly look around. It might cost you if you go in the front enterance. I advise going in on the side. I pretty sure you can go in on that side.

I think the Pokemon museum is in Pewter City - the building above the gym.

To find the Museum, you must go to Pewter City and head North. If you go to the right of the building at the top, you will see a bush. Use cut and that will grant you access to the Pokemon Museum. Now, go to Cinnabar Island(just below Pallet Town) and go to the building in the Southwest corner. Take the hallway all the way down and enter the room. Talk to the walking guy at the top. He will take your fossil an revive it. You will then discover that the Old Amber fossil is an Aerodactyl. You do not need an extra space in your party becuase the newly reborn Pokemon will go straight to your PC if you don't have room for it.
