Just go near to the bush. Select the Pokemon that has this move cut to cut away the bushes.

You need to "help" the captain of the SS Anne first and then he'll give you the Hm CUT.

You get it from the Captin on the SS Ann.

Well if you got the hm "cut" from the ss ane you just have to teach it to a Pokemon,then select cut from the menu and the grass should be trimmed down

You have to get cut from the ship in Vermilion City.

Misty just gives you the ability to use it out of combat. Even if you got the hm cut but didn't beat misty you would not be able to cut anything down.

At the entrance of Vermilion City, go forward until you're next to a Police officer. Now head right until you see a sign. The sign will say "VERMILION HARBOR". Now follow the path leading down. It will lead to the S.S Anne. When your in the S.S Anne, Go Left all the way. You will see stairs. Go down the stairs. You will be in a hallway. Go All the way to the left of the hallway. Then, go up. You will battle you're Rival. Once the rival is Defeated, continue going up. There will be stairs. Climb the stairs, there will be a old man. He will be sick. You will Rub his back and he will gave you HM 01 (Cut).

Try helping Bill, then going into the house of poor people robbed by Team Rocket, exiting through the hole in wall, fighting Rocket, and then going down to continue to Vermilion City.
