Go to celadon city, go towards the bike path, and you should see a cuttable tree. Go through there and go through the security building. Then keep going and you will see a house. The woman in there will give you it.

HM 03 DOES NOT CONTAIN FLY. HM 032 contains Surf or Strength. But, Fly is located right above the Bicycle Road.
