Sorry, havent played yellow for quite a long time, but if I´m not wrong, try defeating misty and see if you can get bulbasur, or alternatively try defeating all the trainers at the bridge.
As for Squirtle, I think you´ll have to defeat Lt Surge and you will get it.

There is that carer in Cerulean City that gives him to you, but I'm not exactly sure when she does. Just like keep on beating the Trainers and stuff and go back to her every now and then and see if she gives him to you.

Ah, Listen to me... Beat the Forth Gym Leader Erika or Fifth Gym Leader Koga if you like then the person in the house next to Misty's Gym will give it to you...
You can see:
Charmander - in Cerulean
Squirtle - After beating the Eletric gym

Go to the cerulean city and head over the houses there on of the houses have a bulbasaur... Just make your pikachu happy and talk to the girl there and she hand the bulbasaur to you...

You need to have a high enough friendship level with pikachu. And the bulbasuar can be found in the house up and left of the Pokemon center in celeruan city.

In cerulean there is a house that the girl has a bulbasaur and shell give you it if your pikachu is very happy
