Go to Celadon City's Department Store. Go all the way to the roof. Go to the vending machine and buy any drink. Go to the Gate where the security guard is and give him your drink. Then you can enter.

Defeat Koga and give a drink to one of the guards at the Saffron checkpoints. If you defeated Koga the Rocket Grunt blocking access to the Silph Co building should be out of the way, taking a snooze. Hoohah!

To get the security guard to move, go to the big mall, I forget what city, anyway, it is at the top floor on the roof.
Go back to the Silph Co and give him the drink, and he will move.

Go to the roof on Celadon City's department store. Buy a drink. Give it to the guard and he will let you pass.
