Go to Cinnabar Island and enter the Lab. Go in through the door all the way to the right and trade a Ponyta for the man's Seel. After that, exit the Lab and walk to the east coast. Surf up and down along this, half on land and half in water. eventually you will encounter a Missingno. No, you won't encounter a wild Trainer or ++M++. You will encounter a Missingno, but it will look different from the one that the wild trainer has on Seafoam Islands.
