Pokemon Stats, EV Training, & Natures

I have trained two Sawks, one with a Lonely Nature (raises Attack, but lowers defense) and one with an Adamant nature (Raises attack but lowers Sp. Attack). The lonely one has 353 Attack, while the Adamant one has 340 Attack (both trained in Attack and Speed EVs in Super Training, and are Level 100). The max amount of Attack Stat that a Sawk can get (According to where I get most of my info, Serebii), is 383. I've also got a Mewtwo with a Naughty Nature (Raises Attack, but lowers Sp. Defense) whose Attack is massively lacking behind my Mewtwo with an Adamant Nature (Raises attack but lowers Sp. Attack), who has 350 Attack Stat (the max for Mewtwo). The Adamant Mewtwo is trained in Attack and Speed, while the Naughty is Trained in Attack and Sp. Attack. What decides how close to that it can get? (All my Pokemon mentioned here are fully EV trained in Super Training, and are level 100)

Its probably that the weaker Pokemons have less Attack IV than the other Pokemon
Only way to get a higher IV is by catching a new one and get lucky or breed furiously

Either one of two things happened. Most likely, your Sawks didn't have a maximum Attack IV Stat. IV stats range from the numbers 0-31 (31 being the maximum). If the IV Stat is pretty low, even if you max the EVs for that stat, you still won't have the Maximum Stat. I'm guessing your Sawks have pretty low Attack IVs Stats. On the other hand, your Adamant Mewtwo has a perfect 31 Attack IV Stat (since it has the maximum base attack stat after EV Training). Your other Mewtwo, like your Sawks, probably has a relatively low Attack IV Stat.

You can get a pretty good guess how high your IV stats are on a Pokemon by visiting the IV Reader in the Pokemon Center in Kiloude City. If you compare your Mewtwos, you should find that your Adamant Mewtwo's Attack "can't be better". This mean it has a perfect 31 Attack IV Stat.

The other possible reason for the lower overall stats would be that you didn't have perfect EV Training. However, I feel that your issue has to do with IVs instead of EVs.
