To get the New Kid On The Block achievement/trophy you have to join the KKK. For this to take place you must first defeat the Bard at the Giggling Donkey which takes place at the end of Day 1 in the basement of Jimmy's house. After you have successfully won the battle which will involve fighting three elves which the Bard boosts with his song everyone will return to Cartman's House where Cartman accepts you into the Kupa Keep Kids and bestows the title of Sir to you. The achievement/trophy will become unlocked when you go to bed.

In order to defeat the Bard you should start off with your most powerful area abilities and do not hesitate to call for an ally, such as Jesus. If you cannot afford that, help yourself with performance boosts.
