Complete Rocket Racoons missions to unlock this member of the 'Guardians of the Galaxy'. Completing the 3rd and final mission unlocks Raccoon Rocket for purchase. The first and second missions unlock the Garbage Truck as well as Star-Lord. Check out the following video to see how it is done

It is a side-mission - in the middle of the scrapyard you can find RR - he seems to have lost his knife so you need to follow the red studs to town bust up the dumpster and find the knife - and after you return it that completes the first mission.
Next look for RR in an apartment courtyard on the upper west side... Now he wants help taking out some bad guys (so you can help him impress his babe). Take out the bad guys to complete the mission (and unlock Star-Lord) - that completes the second mission.
RR is now on the boardwalk in Little Italy - he needs a picture proof of a giraffe on top a tall building - fly to the top of Fisk Tower and look for the camera icon overlooking the Giraffe - use Spider Man's Peter Parker form to snap the pic, then take it back. That completes the mission and unlocks him.
