Billboards in Need for Speed Payback are collectable advertisements for Ghost's Smash Cereal that can be found scattered throughout the game. There are 30 billboards in total to collect, and they are highlighted by an icon of a billboard.
To collect the billboard you must smash into them with the help of a ramp. Most billboards do not require powerful cars to reach. When you drive near a billboard it will be recorded on your map. Below is a video that shows all 30 billboard locations split into 3 sectors. They are collected from top to bottom, going through the map from left to right. Collecting billboards will earn you cash and the Does Not Obey achievement/trophy when you have collected all 30.

Keep in mind when you are upgrading your car that if you equip multiple parts from the same brand you will receive an additional synergy bonus which can substantially improve the performance of your car. When you use the Speed Card system you not only need to keep an eye out for high numbers but also at the color of the cards as they are color coded for each of the 5 different brands. Either match six parts by a single brand or six parts with three of each by two different brands.
It is essential in Need for Speed Payback that you continually upgrade your car with new parts as you progress in the game in order to have a better chance to win races. Remember that the higher the level of the upgrade the more performance you are going to get out of it.
New parts can either be unlocked as rewards for winning events or by spending cash to buy parts through Part Shops which have ever-changing stock. You can also use the Targeted Roll system to get the parts you need for your car but to do so you will need to offer up some parts you no longer want or need to recycle them into a new roll. Keep in mind also when choosing parts for your car that some of them also provide an additional bonus in key areas such as Top Speed, Acceleration, Nitrous, Air, and Braking.
There are 5 derelict cars in Need for Speed Payback which you can find parts for and build into some of the best and most desirable cars in the game. In total there are 25 derelict car part locations in Need for Speed Payback. Take a look at the video to see where these parts are hidden.
