Access The Cheat Menu

To access the cheat menu in Tropico 4 you need to do the following: Open the in-game menu (The one with the entries for "Restart", and "Quit"). While in that menu, press both buttons required to follow a citizen (designated "left thumb click") and the button for following a citizen ("right thumb click"). This should prompt you if you want to cheat or not. If you say yes, then a menu opens.
