First buy a invisibility spell that you can cast with lots of magicka to spare( it helps if by the time the spell runs out you have full magcika). Find an enemy and cast the invisibility spell. Enter sneak mode by crouching and you should raise your sneak skill. Keep casting the spell so no matter how bad your sneak skill is your enemies won't detect you. After a long period of time your sneak and illusion skill should be 100.
