There is no “easy” way to unlock them all, but you can do it the normal way:
Arn Anderson: Finish a Royal Rumble match in the Villain Story.
Booker: Finish a Hero Story match to get Booker during the match with Husky Harris.
Brock: Win the first one-on-one WWE Universe match.
Demolition: Win the WWE Tag Team Championship in WWE Universe.
Eddie Guerrero: Complete the Hero Story match as Eddie and defeat Rey Mysterio.
Edge: Complete the Battle Royal match in the Villain Story.
Goldust: Complete the singles match with Cody Rhodes in WWE Universe.
Kevin Nash: Complete the Outsider Story Match following your locker room meeting with him.
Michelle McCool: Win the Divas Championship in WWE Universe.
Mr. McMahon: Complete the Hero Story.
Ricky Steamboat: Complete the Royal Rumble Match in the Hero Story.
Stone Cold Steve Austin: Start the Outsider Story.
Road Warriors: Complete the Hero Story match with Animal and Kofi Kingston.
