I don't now how to go vehicle surfing.

You have to jump onto a moving car and get onto the roof then it should say

If you want to go Vehicle Surfing you must first get on top of a vehicle and press "Y" you can surf cars and even airplanes if your timing is right on the jump.

You jump on top of the car and stand there for a few seconds and it should say start vehicle surfing diversion and press the button that comes up and use the left stick to balance
