Yes you can get the pinp cane all you have to do is complete the mission "pyramid scheme" for the ultor corp. And you will unlock it
It will be in your weapon cache in your cribs

You get it in an Ultor mission called the "pyramid scheme".It will appear in your weapons cache at any of your cribs. Its like the second or third last mission in the game when you get it.
