I think you have to beat the entire game.Not sure if you have to do it on legendary or on any difficulty you choose.

Yep hes right you need to do it on LEGENDARY (easier than it seems) and complete all missions. Then you get Mk. VI armor and a avatar award AND a '117' emblem
