What are the skulls for when they are activated? Because I don't see any differences except for one of them.

Gold skulls increase your score, but make the game harder. Silver skulls have various effects, but only the blind skull makes the game harder.
Iron Skull-If you die, the mission restarts.
Black Eye Skull-(When you lose your energy shield, just melee to regain)
Tough Luck Skull-(Enemies will dodge grenades)
Catch Skull-(Enemies throw a lot more grenades at you)
Fog Skull-(Your motion sensor is deactivated)
Famine Skull-(The enemy's weapons you pick up will contain less ammunition)
Thunderstorm Skull-(Each Enemy will be stronger)
Tilt Skull-(Enemy armor becomes harder to decreases)
Mythic Skull-(Enemies have more health and shields)
Blind Skull-(Your HUD disappears along with your shooting arm)
Grunt Birthday Party Skull-(When you shoot a grunt in the head, it's head explodes into confetti )
Cowbell Skull (The explosions become bigger than usual)
I Would Have Been Your Daddy Skull-(Adds special hidden dialogue to campaign)
