The recon armour is only available to bungie team members or selected bungie community members.

There are 3 ways to get it.
1.Work for Bungie
2.Do something truly amazing in matchmaking.
3.Get to a 50 in a tournament(playlists that only last about 2 weeks.)

Another way is to have a lot of people prefer you as a player. Bungie will notice that a lot of people like you and reward you with recon.

Do something that is totally out of this world! Something that Bungie would not only notice but that they would look in awe over it. There was one guy who recorded himself dyeing by a traffic cone, you can find the video on you tube.
