Why can I not obtain the skull in the ark level. I know where it is, but when I got to the spot, it is not there. Why is that?

Which skull are you talking about? Firstly make sure you start from the start and it is above easy. If your talking about the fist skull, Famine, make sure you�re on the right walkway and you are at the very end support structure, then use a scope gun to see if you�re at the right one before attempting to jump.
If it is the second skull, Combell, then it is pretty simple. All you need to do is get to the highest level.
If you are at the right locations and they are still not turning up I�d suggest ringing up xbox support. I highly doubt it is a glitch so they should be there.

Maybe the difficulty your doing it on is on Easy or you started the level at a Rally Point.
Your supposed to go through the whole level to get it.

For one of them you have to use a cover sheild or a stick grenade to get up on the legde were it is

Ether you have died and restarted at the checkpoint, you must restart the complete level if so.
