Gears of war 2 doesn't have any cheats, no.
And yes, I do tend to kill the enemy when they are down, otherwise they usually get revived.

There are no actual cheats codes for Gears 2, glitches yes though. And yeah I always finish em off.

No cheats have been released into Gears of War 2. Mainly because you don't need any cheats to beat or play this game. As for killing you can blow there heads off with the sniper and kill them instantly, you don't have to kill them when there down but they will get back up if you don't.
