On land there is a high rise off to itself. Go up the ramp and speak into the intercom. They will extend a bridge for you to cross. You will be confronted by their security but it is normal. Just answer his questions then go in the town.

Go up the platform you meet this guy (I forgot his name)he will ask for water.near him is an intercom.The intercom shall reply "Please wait while the bridge extends".When you go across he will ask a few question then you go through.HOPE IT HELPED!!!
